Step 4 Procurement

1. Ensure compliance with EC Procurement Directives, domestic legislation, Contract Standing Orders etc., particularly in respect of advertisements, invitations and receipt/opening of tenders, evaluation procedure and approvals.
2. Seek legal advice and involvement in the process at the outset. You are initiating events that will result in a contract with an outside firm! You want it to be right.

Step 3 - Procurement

• Be seen to be fair to all potential tenderers and that the process is conducted without favouritism
• Engage widely with stakeholders and existing contractors in advance of formal proceedings
• Get all internal players to contribute to the critical success factors and key evaluation criteria and record these!
• Allow sufficient time for tenderers to 'put their case' during evaluation, at interviews, presentations etc.

The Great Blue Norther of 11-11-11 (Fact 3)

The Great BlueNorther of 11 November 1911 was a cold front that affected the central United States. Many cities had record high temperatures in the early afternoon and record dropping temperatures by nightfall. This was the only day that many cities in the Midwest were able to break record highs and lows for the same day.

Cities such as Springfield, Missouri recorded a high of 80°F (27°C) before the cold front, 40°F (4°C) by nightfall and a record low of 13°F (-11°C) by midnight. The main cause for the dramatic cold snap was an extremely strong storm system that separated the warm, humid air from the frigid, arctic air.

11/11/11 - a date with a special meaning?

Date such as 11-11-11 are happening more often since the start of the new millennium. The hype for these special dates is building across popular culture with films and stories being made about the end of the world and news reports about expectant parents eagerly waiting for their children to be born on these sates. But there a special meaning behind these unique dates? Or is it just pure math?

Significance of 11/11/11 (Fact 1)

Based on past calendar dates such as 10/10/10 or 10 October 2010, no significant or unusual phenomenon occurs simply because of a date that has the same numbers in a sequence. The numerial sequence of 11 November holds a special significance in the binary numeral system, which is the base-2 number system that represents numeric values using two symbols, 0 and 1. The date of 11 November has a binary number of 111110 where it has a decimal equivalent of 62 in the year 2010 and binary number of 111111 with a decimal equals a palindrome :-

(2 digits) 11 x 11 = 121

(6 digits) 111111 x 111111 = 12345654321

(9 digits) 111111111 x 111111111 = 12345678987654321

Step 2 Procurement

• Establish the roles and responsibilities of all involved. For example, who is to decide/approve the short list? Who will be responsible for the quality and price evaluations?
• Get everyone to contribute to the palnning process, including internal Lawyers and Auditors. Be clear what approvals are required from elected Members and their role in the whole process.

Trauma Alza

Dalam masa setengah jam lagi, kerja harus diselesaikan dan entry ini juga harus dipostkan. Semua pasti tertanya-tanya kenapa tiada entry "SELAMAT HARI RAYA AIDILADHA" kan. Sebenarnya penceritaan di bawah adalah benar sebenar-benarnya dan tiada tokok tambah memandangkan diri perlu bersikap jujur.. Jujur sangat sekarang ini...(maknanya selama ini kQ x jujur ke?)..Berbalik kepada penceritaan dan perkaitan kepada tajuk entry, saya telah mengalami kemalangan sewaktu pulang dari bertugas. Dalam keadaan jalan licin selepas hujan, petang tue dengan yakin mahu segera pulang dihalang oleh kejadian yang tak diingini. Sebenarnya kQ masih trauma bila melalui jalan tersebut dan petang ini adalah hari kedua untuk mengharungi jalan tersebut setelah bercuti panjang selepas kemalangan and you all guess what? Something telah berubah di jalan tersebut. Wujud kesan kemalangan di lokasi tersebut. Jika ditanya tentang kekasih hati, memang parah sebab terpaksa menerima rawatan secara intensif.. Bajet lari untuk merawat kekasih hati. Keadaan diri pulak xde la teruk sangat sebab injured takde la seteruk masa injured sport zaman belajar dulu. Yang pastinya masih lebam walaupun ubat sudah habis dimakan dan ubat tersebut sangat tidak disukai ramai. Lain sangat rasa ubat tue, biasalah klu rasa coklat mesti best nak makan kan.. kan.. kan. Semalam saja ramai staf yang ambil berat bertanyakan tentang kejadian. Letih gak nak menjawab sambil bercerita ala-ala pertandingan bercerita zaman kanak-kanak. Mama pulak semakin risau dan berkata "Esok pergi beli insurans (PA)". Ramai yang melawat menasihati supaya naik kereta untuk ke tempat kerja. Bila fikir memang la best naik keta, xde kena panas, xde kena hujan tapi benda paling xbest ialah pembaziran wang dan masa bila berkereta. Nanti la akan difikirkan selepas dapat confirmation letter dari KTMSB. Setakat ini banyak -ve dari +ve bila berkereta ke tempat kerja. Marilah berhati-hati di jalan raya...

Pesanan IKHLAS dari kQ kepada pemandu-pemandu khasnya pemandu Perodua Alza tersebut, jika kQ terserempak secara sengaja atau tidak sengaja, tolong la berdoa untuk kQ tidak moody. Sebab memang dah pasang niat jahat nak menjahanamkan kehidupan kamu sebagaimana kamu menganggu ketenangan kQ dalam pemanduan. Ini bukan main-main sebab dah nekad dan pasang niat. Melainkan kamu datang memohon maaf atas kesilapan dan kecuaian kamu petang itu.

Step 1 - Procurement

• Consider at the outset the full extent of what needs to be done, by whom and by when. Who needs to be involved? Are they being consulted?
• Seek advice from others (departments, local authorities etc.). It's always harder if you start with a blank piece of paper (like me, zerro in procurement world).
• Establish a complete procurement timetable with consultation periods, approval dates, invitation, receipt and evaluation of tenders, interviews, contract award etc.
• Ensure adequate time is allowed for the whole process.
• If you think that the project might be right for a partnering of framework agreement, built this in at the start.
